ID rules changed March 5, 2026. RTB 001-26 List A ID is required on initial registrations. Renewals are not affected until January 1, 2027. Title only transactions are not affected.
Emissions. Travis is an emissions county. Gasoline vehicles 2 to 24 model years old need a passing test from a certified Travis County station before registration.
Plates stay with the seller. Since September 1, 2025 plates are no longer tied to the vehicle. Confirm the plate situation before you leave the client.

A licensed Texas dealer or licensed insurance adjuster appraises the vehicle in person on Form 14-128. Tax Code 152.0412(d-1) says the appraisal must be obtained within 20 working days of delivery or entry into Texas. The Comptroller's public page says 30 calendar days. Work to the 20 working day rule and confirm with the county.

Dealer appraisal fee caps: standard vehicles $100 to $300, motorcycles $40 to $300, trailers and motor homes $100 to $500. Licensed adjusters have no cap.

First year includes a one time $50 fee on top of the annual amount. Fees are nonrefundable. Declined payments carry a $25 NSF charge. Approval takes about 10 business days and a background check runs every cycle. Expired more than one year means starting over with a new application.
